This is to support the use case that cxi, libfabric and MPI libraries are built into the container and only need the PMI interface for wiring up MPI.
The pmi2 and pmix modules will be the same as current openmpi-pmi2/openmpi-pmix modules, but without the bind mount of /etc/libibverbs.d.
