Combine viewfinder and layer menu into one side-panel

As Doug's mockups show, the viewfinder view and layers view in the side bar can be consolidated and separated by a slider. Further scope clarification may be necessary on this issue as the mockups also contain updates to viewfindercards, the layer detail view, search behavior, and layer interactions in this view.
