Objective JH-6: Deploy per-group shared directories (Stretch)

Description

We contributed the required features for per-group shared directories upstream, but have not deployed it yet. In addition, because we are switching to per-user user home directory limits, additional work may be needed for per-group shared directories.

Definition of Done

• Per group shared directories are deployed on the VEDA hub
• Integration work with per-user home directory limits is performed, if necessary
• DevelopmentSeed developers get more experience doing releases and similar upstream workin the JupyterHub org
