Description

The ingest ui needs to use SMCE user pool instead of UAH.

We will need to create a new app client in SMCE.

user pool name: veda-auth-stack-smce-staging

this will need two env variables updated in the Amplify Console.:
NEXT_PUBLIC_USER_POOL_CLIENT_ID
NEXT_PUBLIC_USER_POOL_ID

the User pool ID will be on the Cognito page for the new user pool. the Client ID will be on the new veda-ui app client created for that new user pool
