Exempt Note Feature Request

We would like to be able to include an exempt note on agencies so that the user can see it but still be able to file a request with the agency. As of now, the agency needs to be marked as Exempt in order to view the exempt note which means the user cannot file with that agency.

The following example is a formerly-exempt agency; however, they are accepting select requests which we want the user to be able to see that exempt note.
