Track upstream changes to gtfs-realtime.proto

The current gtfs-realtime.proto file (Nov 12, 2020) is out of date with the upstream file (last updated Dec 5, 2024 as of this writing). Here's the diff.

It would be good to automate at least some of the process of keeping the file up to date. One approach could be to automatically open an issue on this repo every time an update is made upstream, as described in https://simonwillison.net/2022/Apr/28/issue-on-changes/

i suppose #113 would obviate this. both approaches seem good to me

edit: the two actually work hand in hand, i.e. use the GHA to get notified when to update the submodule commit
