A tool to see a summary of the status of all configs across a cluster

@petersilva suggested that sr3_tools could parse the sr3 dump output to show a quick summary of the status of an entire cluster. Total missing instances, etc.

A check to see if anything is wrong, then sr3 status or other commands can be used to investigate further.
