I'd say the minimal interesting type inferencer is https://www.cl.cam.ac.uk/~sd601/papers/mlsub-preprint.pdf. But MLSub uses subtyping, so it's more complicated than HM.
And I want dependent types first, #4; it's easier to add inference to a typechecker than the reverse.
