CPU locked on 3.90GHz on Battery #102

As the title says, the CPU frequency seems to get locked on 3.90GHz when using this XPS9570 on battery.
I'm currently running Mojave, CPU management seems to be working ok when plugged to AC but it gets crazy high when running from battery.

Did someone experience something similar? What could the fix be?
