Sticky patch doesnt respect EWMH

The sticky dwm patch doesn't respect EWMH. e.g. I'm making an app that uses the sticky window state and the dwm sticky window patch doesn't make the window sticky or let the window behave in the way a normal "sticky window" would. it also doesn't change the EWMH of the window to sticky but I'm not sure if that's good or bad.

also yes i understand that its a problem with the sticky patch and i have contacted the author about this but that doesn't mean in cant be fixed locally.

Ive gotten permission from the author of the patch to edit it so im awaiting their approval to merge the fix.

okay suckless just reviewed and merged my pr so i think this should be patched
