Wenn ich das Projekt richtig verstehe geht es beim Leerstand
a) um Spekulation (immobilien, Boden)
b) um Verlust von Wohnraum

bei b) gibt es mehrere "Methoden":

Leerstand
Abriss
Umwandlung

Das Feld Umwandlung fehlt und sollte ergänzt werden

Umgewandelt werden kann z.B. in:

Büro
Laden
Restaurant (Imbiss, Caffee, etc.)
(Arzt-)Praxis
Gewerbe (Fitnessstudio, möblierte-Zimmer-Vermietung, Bed and Brackfest, etc.)
Soziale Einrichtung (Kindergarten, Spielgruppe, etc.)
