What would you like to be added?

kusion apply can by default ensure the availability of the application after the execution.

Related issue: #792

Why is this needed?

In order to better integrate with other systems, it is necessary to equip kusion apply with the feature that ensures the application availability, so that when kusion apply successfully returns, it will indicate that the application has been deployed and in a usable status.
