Gizmo UI for Transforms and Patterns

Stems from #7434, getting proper point-and-click support for some functions like patterns and transforms will require a new form of interaction, like commonly seen in CAD, where the users can drag geometry around.

Will include:

1. Design pattern for gizmo UI in the command palette
2. 2D patterns code mods
3. 3D patterns codemods

Some questions to think about from DMs with @franknoirot:

1. Will we build it in THREEjs (probably?)
2. Will we overlay it on the scene?
3. Will we try to position it in 3D?
4. Will we try to build it as if we could swap it out with engine-rendered gizmos down the line, or should we act as if they won't get to that anytime soon?
5. How does this intersect with 'operation previews'? (eg. changing the length in an extrude flow would show the result of that in the scene)
