The CTS uses Vulkan for some interop tests. We have seen a few bugs (e.g. part of #1890) that could have been prevented by using the Vulkan validation layers. We should make it easy to run the CTS suites that use Vulkan with the Vulkan validation layers and document the process.

Discussed in the December 3rd memory subgroup.

Preference is to enable the validation layers selectively, via a command-line option. The default behavior will be to have the validation layers disabled, to minimize the performance impact. Another option is to enable validation layers via an environment variable, but we prefer a well-documented command-line option.
