Remove or Update TEST_STANDS

The HMS and SHMS TEST_STANDS directories under SCRIPTS are outdated and do not set up the proper replay scripts. Should these be removed, or are they useful in any way? Removing them or updating them to a common parameter load is ideal. Several times people have run SCRIPTS with poor gHcParms listings, detector maps, etc. Should be one universal MAP, params loading, etc. to resolve issues in offline analysis.
