Warn if attempting to save an authorization that spans known credited control expiration #6

At the time when the Director saves an authorization a check could be run to see if any credited controls will expire during the authorized period. If so the Director should be warned / or perhaps not allowed to save.

On the flip side of this we could warn workgroup leaders who update a credited control to expire before the director's authorization, if one exists.

Note: it's more complicated than this. You also have to check for scenario in which verifier updates a verification to move a control verification expiration date before an authorization expires. In this case we would probably want to update the authorization expiration to match. The authorization will be automatically revoked either way though so might not really matter.
