Too large probability for the cluster algorithm to find two overlapping clusters instead of one #727

I am shooting two photons in FCAL or ECAL and calculating the efficiency of separating these two photons with the Island & Dedault Algorithms (IA & DA).

Above 20 cm, I would expect that since the two clusters are not overlapping that the efficiency is close to 100% but it is not the IA or DA is finding a 3rd "fake" cluster.
