User needs to move with the wheel ~1 second before starting any FFB effects, then everything seems to be working.

Manufacturer says that:

The only thing I can think of is that we do have a power-saving mode that kicks in when there is no FFB, which is involved in more than just saving power, but also the short calibration that takes place when the device is used frequently, instead of having to re-do the full calibration on each boot.

With some testing it became clear that this issue is present even on Windows, so i tempted to close this as "wont fix".
