addr:city is normally set to the name of the municipality.
When there are named streets, even if these streets are in different villages, the name of the village is lost.
Except when a named street appears in two villages of the same municipality, addr:city contains the name of the village and the name of the municipality is lost.
Except for some other cases, the logic of which escapes me.
Why not set the name of the village in addr:hamlet? Incidentially, this would also solve the confusion of addr:street and addr:place.
