Too many PGs per OSD (297 > max 250)

Plan:

  • lower PGs for RGW non-data and non-metadata pools (current is 8)
  • set RBD and CephFS data pools as bulk
  • check out the target ratio/size/balance/etc stuff

fix(ceph): remove some unused pools

will tune autoscaler then re-add pools when actually used
