Update install to fetch from a specific `latest-binaries` tag? #9

Right now, we are fetching the release tagged as "latest":

pyplastimatch/pyplastimatch/utils/install.py

Line 136 in 8df34cf

release["tag_name"] == "latest"

Which is not always the best practice. Change this to something else?
