RIKEN: Display an anomaly on components of overview OPIs

As a RIKEN instrument scientist, I would like a quick way to determine whether or not all is well with the Front End.

The overview OPIs (Vacuum, magnet/PSU, summaries) already display states for error, warning, interlock, on/off, etc, but I would also like them to show whether or not a PSU/valve is not at its setpoint, even if all other conditions are OK.

Acceptance Criteria

• OPIs indicate when OPI components are not at their setpoints
• Logic should be kept in the back end for this
