ZOOM: Add the Birmingham 17T Magnet [HOTFIX before cycle 2022/01 starts]

As a scientist on ZOOM I want to be able to control the 17T Magnet for an experiment

Acceptance Criteria

• The 17T Magnet IOC has been hotfixed onto ZOOM

Notes

• This is a ticket in place of Deploy IBEX [w/c 11/04/2022] #7081
• Waiting on ticket SANS Group: 17T (Birmingham) Magnet in IBEX #6850 to be completed

This is needed for an experiment on the 24th July. Zoom would like the device available to them at least a couple of weeks in advance of this to try out offline before the experiment, ideally available by 27th June or so.
