Basic Test With Sumitomo compressors

Chris Lawson is arranging for a Sumitomo compressor to be connected in the cryolab for a basic test, there is an IOC on branch as referenced in #5086

Acceptance criteria

• able to connect to serial line
• able to read some basic values to prove IOC from ORNL is working

Adding to sprint as the compressor is now connected to a moxa and @FreddieAkeroyd has asked me to take a look at it.

Device seems uncommunicative, tried both with and without a null modem at the baud/parity/bits etc noted in the manual and also in the IOC. Tried communicating using both the added IOC and hterm and never got any bytes in response.

Cryo group will next be on site next week when we can continue looking at this.
