Expected Behavior

When ibm_is_instance keys attribute is changing (a list off SSH keys id), it should lead to recreate VSI as a result of Terraform plan/apply.

Actual Behavior

Currently ibm_is_instance keys attribute change is ignored during planning, no change to ibm_is_instance is detected.

Steps to Reproduce

Just attempt to add or remove a SSH key id from keys list for ibm_is_instance
