Describe the bug
Dragging and dropping items appears to not be calculating orders correctly.

To Reproduce
If a folder is empty and you drag an item to it, the item will get order 0, when you add a second item it will get the order 0 as well.

When you reorder items in a catalogue, then can end up with the same order value as well.

It also looks like order numbers are being "reduced" in some cases, where they can end up being negative numbers.
