Image extraction lacks support for non-archived files #32

Unlike RdmpDicom, HicPlugin assumes all images are in either .zip or .tar files, which no longer applies to the retinal imaging feed

Should support both archive (file.zip!image.jpeg) and direct paths (file.jpeg)
