feature: CGSOrderWindow support

if you’re trying to reorder an app wd eg raycast from [winA, winB, winC] to [winC, winA, winB], seems now u only can
win:focus indirect n slow or win:sendtoback well even worst.

so need CGSOrderWindow to directly write an app windows Z-order in low lv.
