Put detailed cd_values[] descriptions in the registered filters document

I suggest that the registered filters document be updated with the detailed cd_values[] descriptions for each filter from the docs/PluginLibraries.txt file. This is very important information that must be more visible, and any new registered filter will have to provide the same description in the future.
