Just like #21322, it should be

  • Disabled by default in 6.1.x, to prevent a breaking change
  • Enabled by default in >= 6.2.x
  • Located under System > Configuration > Users.

In case the configuration from #21322 and this one are set to restrict, this one is meant to over-rule the restriction of external users to create tokens, as an admin can as well be an external user. This should be made clear in the UI.
