In the meantime you could warn people that they could use :

pip install https://github.com/GoogleCloudPlatform/docker-registry-driver-gcs/archive/master.zip

to install this repo anyways.

It took me some time to find out why I got :

Collecting docker-registry-driver-gcs
  Could not find any downloads that satisfy the requirement docker-registry-driver-gcs
  No distributions at all found for docker-registry-driver-gcs
