Problème import "etat" via loadinfrastructure #4328

Lors de l'importation d'un shapefile avec loadinfrastructure, le paramètre '--condition-field etat' importe bien de nouveaux états dans les "Etats d'aménagement" mais n'associe pas l'état définie dans ce shapefile aux objets d'infrastructure importés. Les états existants ne sont pas non plus associés aux objets importés.
