Decommission Sentinel 2 Collection 1 and Collection 3 Provisional Web Services

This release is to decommission Sentinel 2 Collection 1 and Sentinel 2 Collection 3 Provisional web services which have now been superseded by the latest Sentinel 2 Collection 3 ga_s2[a-b]m_ard_3 web services already in production.

Fix native resolutions

Native resolutions were incorrect on many products - in particular ASTER and Sentinel-2 products.

Fix urgently needed before next OWS release catches these as errors.
