Experimental binary release (1.2.9 without MKL and static)

This is a special experimental release:

• MKL Removed
• Accelerate framework on Mac
• OpenBLAS and LAPACK on Linux
• Static build

You should be able to just drop these binaries into a directory and run them without installing any dependencies.

This is currently in development and testing. Feedback from people if the static binaries work well would be great.
