Issue Context

Right now the contributing process is kind of opaque, we should add guidelines to make it easier to contribute.

Proposed solution

We should add a CONTRIBUTING.md file with guidelines for contributing, and update the README.md to reference that.

Proposed Implementation

I think this is a good jumping off point, but we should make some project specific changes.
