Can we raise issue we found or we have to solve the issue which are raised by admin of project and have gssoc label on it?

Yes you can. If the admin approves they'll assign and add labels.

@herathbandara Yes you can raise issues but only do the task when the admin assigns you

Also there will be some projects where the project admin will be adding their own issues for those issues you would have to first request the project admin to assign you the issue
