Hi. I have an Raspberry Pi 400 with 4gb of ram that's at least 4 years old and their seems to be a problem with the audio and graphics with in chromium OS, also very poor video playback at 1080p in YouTube.

So, when i flashed the SD card with chromium OS and booted it up i found out when i got though or even not though the setup process i saw that when I pressed the button in the bottom left corner where the circle is. I saw that their was some flickering in the launcher and also when I opened the control panel that flickers. What I mean by flickers is that some of the launcher/control panel disappears and then when i go to click on something like disabling Bluetooth for instance the control panel on my Coby 720P Monitor flickers and half disappears and then comes back and then flickers and all that nonsense.

Also another thing, when I go to playback any YouTube video or audio within chrome OS's built in browser on my raspberry pi 400 I get no sound what so ever, but UI sounds like the FydeOS Welcome screen audio plays, so I don't know what's going on.

If by any chance you guys could help me I would really appreciate it. Thanks!

Buy another pi, from a reputable source. Sounds like hardware issue to me. I've had some of your same issues with my Asus Tinker board.
