Removing segment / feature / overrides limits from Edge projects

We should look into utilising dynamo more to remove the limits we currently have in place due to the single item size limit in Dynamo.

Currently blocked by the fact that we need to roll out local evaluation identity overrides, then start migrating people over to environments_v2 table.
