LDAP没有默认禁用，且没有提供方式禁用

LDAP默认启用了（使用默认配置），但是因为网络不通无法使用，因此会频繁的报错

To Reproduce
使用Docker部署 featureprobe/api 最新版本 2.7.0

Expected behavior
应该提供启用开关控制是否使用LDAP
