Description

I’d like to be able to filter out suggestions when the TMDB rating is below a threshold for all users and they can’t bypass it.

Along with that an additional options to stop showing anything other than English for example would be ideal.

Desired Behavior

Don’t show content below default thresholds of filters

By filter out suggestions you mean removing all reference to a movie / tv show? Why would you do that?

For the second point you can set the Discover Language in the general settings of Jellyseerr.
