migrate unused teleirc configs to matterbridge

Background

roles/jwflory.teleirc is currently largely unused except for the teleirc maintainers chat bridge in #rit-lug-teleirc that tim runs on his personal infra. We should migrate the config to matterbridge

Details

I have been running a matterbridge instance to bridge the FOSSRIT channels and it seems like that is vaguely better?

• both are sorta unmaintained but matterbridge seems to have a bigger community
• it supports a lot more chats (discord, matrix, etc)

Outcome

Set up the infra such that reviving a lot of the old bridges (i.e. the ones for RITLUG, etc) are as easy as asking the relevant groups if they want to have their bridges turned back on
