[$250] Expense - Unexpected error if update WP to USD and pay by bank the changed currency expense

Action Performed:

Precondition:

• Owner create a workspace setting local currency (not USD), invite an employee, enable Submission frequency, Add approvals, Make or track payments.
• Employee go to Account/ Wallet/ Add bank account (VBA Ending in 0000)

1. Open https://staging.new.expensify.com
2. Employee go workspace chat, create and submit a manual expense
3. Owner go to workspace setting, click on Workflows and select "Add bank account"
4. Click on "Update workspace currency" and select USD
5. Add bank account (VBA Ending in 1111)
6. Employee go to the manual expense detail page at step 2
7. Employee change the currency to USD and change amount
8. Owner go to employee expense detail page
9. Click on Approve
10. Click on Pay with Bank account

Expected Result:

Report should be paid successfully

Actual Result:

After employee change currency to USD and change amount, The total amount and amount on Pay button are still displays local currency on admin side. When click on Pay with bank account, error "Unexpected error. Please try again later" is displayed
