Jira Description

The proposed architecture for the next version of the portal requires the Leadership Portal will have a lightweight data structure that is loaded from an Ed-Fi ODS.

This replaces the current architecture where the portal is sourced directly from an Ed-Fi ODS.

This ticket covers the work to define and implement step #2 on this diagram:
