Onboard ESGF REF to one or more data challenge event streams

By May/June 2025, the ESGF REF team will need read-only access to one or more data challenge event streams in order to design an integration that enables the REF to schedule assessments based on newly available datasets seen on the event stream.

• This is purely exploratory, not a permanent onboarding.
• This will enable the REF to plan their work and needs to be done in the May/June timeframe.
• To be most relevant to the REF, the event streams need to have events for Obs4MIPS and CMIP6/7 datasets. (E.g., "replica add" events at ORNL, signifying the data is now available at ORNL where REF can assess it.)
