We should provide a test SDK specifically for tests that forces setting all flags explicitly. This should help codebases test all or relevant scenarios explicitly, instead of implicitly.

A related idea is to provide a test annotation that re-runs tests with different flag values, although I'm unsure if we can make that useful and applicable to all ecosystems we support.
