change `link` elements to fix documentation issues

New CRAN documentation requirements, requiring updates to how we create link elements in the documentation. See https://cran.r-project.org/doc/manuals/r-devel/R-exts.html#Cross_002dreferences

Please see the problems shown on
https://cran.r-project.org/web/checks/check_results_dataone.html.

Specifically, please see the NOTEs about Rd file(s) with Rd \link{}
targets missing package anchors in the "Rd cross-references" check.

CRAN is currently changing its package web pages to providing (static)
HTML refmans in addition to PDF refmans, which needs Rd cross-references
to Rd \link{} targets not in the package itself nor in the base packages
to use package anchors, i.e., use \link[PKG]{FOO} (see section
"Cross-references" in "Writing R Extensions"): otherwise these links
will not work.

Adding the missing package anchors should take very little time, so we
would really appreciate if you would do so in the next few weeks.

Please correct before 2025-09-01 to safely retain your package on CRAN.

The NOTE from cran checks now has two types of errors:

  checkRd: (-1) AuthenticationManager-class.Rd:55: Lost braces in \itemize; meant \describe ?
  checkRd: (-1) AuthenticationManager-class.Rd:61: Lost braces
      61 | \code{\link{dataone}}{ package description.}

and

  Found the following Rd file(s) with Rd \link{} targets missing package
  anchors:
    dataone-defunct.Rd: getData, getIdentifier, getFormatId,
      setPublicAccess, canRead, addData
    setPublicAccess.Rd: DataObject-class
  Please provide package anchors for all Rd \link{} targets not in the
  package itself and the base packages.

Fixed both \link and \itemize Rd tag issues, now passes check() with sha 12af7df
