Deploy CloudNative Postgres Operator and Upgrade Deployments in Prod K8s

@mbjones has deployed the CloudNative Postgres Operator in the k8s dev cluster, and it has proven to be a viable alternative (and a potential improvement) to the Bitnami postgres chart.

We now need to:

• Deploy CNPG Operator on the production k8s cluster, ready for moving our deployments over to using it there (metacat repos etc).
• Convert the metacat helm chart to use CNPG instead of bitnami postgres, and deploy and test on test.arcticdata.io, before starting to roll out on prod, when we're confident it is ready for primetime.
• Deploy in this order:
  • dev-brooke
  • dev-arctic (test.arcticdata.io)
  • prod-esa
  • prod-goa
  • prod-opc
  • prod-sdr
  • prod-arctic (arcticdata.io)
