Standardize Smileys/Frowneys Sizes

U+263A (☺) and U+263B (☻) are smaller than their equivalents U+2639 (☹).
Note that GitHub's default font turns U+2639 (☹) yellow, but in many fonts it's in black/white.

I am aware some font fixes this, and that this may not be the right place to report this - but I was unsure how I could fix this permanently otherwise.

All I want are smileys/frowneys that are the same size :(
If changing existing ones aren't possible, I suggest adding a larger variant of U+263A (☺) and U+263B (☻).
