Trains do not prefer nether routes

Describe the Bug

If I send a train from x -1000 to x 1000, letting it pick between nether and overworld routes, it'll pick the overworld one unless it is already in the nether.

Reproduction Steps

just try stuff out. it seems like it only works in certain directions, other times it works as intended? idfk

Expected Result

use the shorter path (based on track distance, not block distance)
