Sort why installer thinks PEAR isn't there when it is on OSX (Check other OSs)

Since this still doesn't work, can I get the location of your Mail.php and your include_paths from PHP?

@starstryder - I believe you merged dev into master on Feb. 23, so I guess it just needs a test on your side. I can't repro locally on windows but don't have a mac to test.

Could anybody with a Mac see if the issue is fixed, please?
Otherwise I assume it has been fixed a long time ago and close this issue - if it turns out it wasn't fixed after all, we can reopen.
